VHF-FM broadcasting: frequency availability and allocation

The Ministry is to consider all submissions received on its discussion paper, VHF-FM Broadcasting: Frequency Availability and Allocation, in its preparation of advice on the future of the VHF-FM broadcasting band.

The discussion paper, issued by MED in September 2005, sought the views of industry and other stakeholders on the technical standards used for creating the VHF-FM Broadcasting spectrum plan and the allocation of future licences.

Thirty-nine submissions were received from a range of interest groups, including commercial and non-commercial operators, site managers, LPFM operators, spectrum engineers and the Human Rights Commission.

Details of individual submissions are available on the MED website. A summary of the submissions is being prepared by MED to assist in its analysis and the dissemination of information resulting from the submission process, which will also be placed on the website. 

Overall the submissions supported changes to enable the allocation of further licences, particularly to local independent broadcasters whether not-for-profit organisations or small commercial operators.  A number of technical issues were raised in the submissions, and are being considered by the Ministry.

Government decisions on the discussion document proposals are expected by June 2006.
