Consultation on spectrum options for control channels in wireless cameras

The Ministry of Economic Development has released a discussion paper to address the technical issues and possible licensing options for higher power control channels, as specifically used in Television Outside Broadcast (TVOB) operations involving longer range (up to approximately one kilometre) outdoor communication and control of wireless cameras.

Control channels employed in TVOB wireless cameras are normally used over short distances of up to 50 metres and operate at very low power within “public park” (General User Licence) spectrum. However, it has been identified that there is some current demand in New Zealand for higher power control channels, although the actual level of demand is uncertain.

Currently there is no radio spectrum band designated for higher power control channels in New Zealand.  The Ministry wishes to consult with broadcasters, equipment manufacturers, TVOB operators and relevant spectrum stakeholders on appropriate spectrum and licensing frameworks for higher power control channels in TVOB wireless cameras.

Submissions on the proposals contained in this paper and on any related issues are to be received by the Ministry no later than 23 July 2009.
